21. No person may travel in a park, for purposes other than scientific or management purposes, by off-highway vehicle referred to in paragraph 7 of section 2 of the Act respecting off-highway vehicles (chapter V-1.3); however, that prohibition does not apply to persons travelling by off-highway vehicles referred to in paragraph 7 of section 2 of that Act during the periods and on the trails marked for that purpose, where the practice of those activities is expressly authorized by the Minister of Sustainable Development, Environment and Parks.
Notwithstanding the first paragraph, members of a Native community referred to in Column I of section 3 of Schedule I who engage in an activity for food, ritual or social purposes in a park referred to in Column II are authorized to travel by snowmobile, except in a maximum preservation zone.
